The NEW Texas Bullion Depository  

 

 

 

The state of Texas has created the first-of-its-kind state-owned Texas Bullion Depository, launched in June 2018 after extensive research and planning.  Join DAFP at a dinner meeting to hear Tom Smelker, the state appointed Administrator, explain how and why this unusual project was implemented.  Discussion will include the Technology, Encryption, Economics, Investor Benefits and Physical Security behind the depository.

 

 

Investors who look to gold and silver bullion as a way to retain or increase value now have a new secure storage option located in Texas.  The legislation that authorized the creation of the Texas Bullion Depository mandates that governance and accountability are always at the forefront of depository operations- features that don't exist at other private depositories in the United States and abroad.

 

The Depository has been built to offer an experience to the depositor with industry leading user-experience, technology, encryption, physical security and insurance.

Tom Smelker, Director, Treasury Operations

Texas Comptroller of Public Accounts   

 

Tom is a 30- year veteran of the Texas Comptroller's office, most recently serving as the agency's director of Treasury Operations, responsible for the day-to-day management of the bank accounts and revenues used to fund the $128 billion annual enterprise of state government.  Treasury Operations processes an average of $600 million in deposits each day, and pays more than 3 million state warrants annually.  

 

Last year, he was nominated by Comptroller Hegar to be the first ever Administrator of the Texas Bullion Depository, and was confirmed by the State Senate on August 10, 2017.

 

Tom is a graduate of The University of Texas, and holds the professional certification of Certified Cash Manager.  He is a past president of the Austin Association of Financial Professionals and a current member of the International Precious Metals Institute.
